This project seeks to systematically explore innovative instruments for enhancing learning and development opportunities of people with educationally disadvantaged backgrounds. This goal is accomplished by developing a matrix of tasks that such instruments should address in order to provide learning opportunities for the target group. The matrix will be used to systematically analyse projects that solve these problems. From a European-wide survey of continuing vocational education, 35 examples of good practice will be analysed for concepts that could be transferred to the Viennese context. This study will provide policy recommendations on the further development of innovative projects in Vienna.

The analysis of the statements received during the consultation process on the Austrian National Qualifications Framework (NQF) shows the need for further discussing and clarifying a series of important aspects. In order to meet this need, 3s was contracted by the department of vocational education and training at the Ministry of Education, Arts and Culture to organise workshops for the discussion of specific questions. In December 2009, a seminar with international experts took place (‘European Seminar on EQF/NQF’). In 2009, discussion circles with national experts will be organised, for example, on the topic of ‘level descriptors’.

As a Transfer of Innovation project VQTS-Transfer – is based on the results of the project VQTS and seeks to apply the VQTS model to the field of product engineering. One main goal is to strengthen the dialogue between companies, social partners and educational institutions in order to build integrated learning pathways. Another goal is to contribute to the implementation and transfer of the VQTS model in a specific professional area (mechanics and mechatronics) and to develop ways for recognising and validating individual competences acquired in different learning contexts – also comprising work-based learning. The main outcome expected is to develop and introduce practices and processes consolidated for the recognition and transfer of training credits for young students and workers in the field of mechanical production to foster national and transnational geographic mobility.   _952 KOMPASS – occupation oriented definition and documentation of intercultural skills acquired in job placements abroad

As a Transfer of Innovation project, KOMPASS is based on the VQTS project’s results. The project seeks to use a definition and documentation frame to develop an international vocational job placement procedure that will combine job-specific tasks with distinct features related to intercultural competence and fulfilling responsibilities. The project should better document vocational competences acquired through international job placements. An internet-based e-portfolio will be developed to enable the design and adjustment of contents and learning targets of an international job placement. This will be seen as an intensive interactive dialogue between the participants and the hosting and receiving organisations. Socially deprived target groups shall also be addressed, by extending learning achievements to further educational activities and increasing their applicability on the labour market. The project is coordinated by the Federal Working Committee “Arbeit und Leben”.

This model will shape the qualitative interviews used to identify and describe ‘key competences’ related to vital work areas of hotel- and restaurant-assistant and cook. This project seeks to develop a methodology for recognising formal, non-formal and informal acquired competences, enhance permeability between education and training systems within a country and facilitate transnational mobility. ECVET-Tour is part of the process for implementing a transparent credit system for vocational education and training (ECVET) in Europe. The project is coordinated by the University of Salzburg.

  _950 Validating Learning for an Inclusive Society - In Learning

This project seeks to promote social inclusion of competent yet ‘officially’ unqualified workers within the European labour market. Therefore, a methodological framework to legitimise informal and non-formal learning shall be developed with a ‘Lifepass’ valid throughout Europe. The ‘Lifepass’ consists of a ‘digitally stored, transportable portfolio’ and an accompanying ‘manual’ for implementing the validation process. In achieving this target in the widest sense possible, the methodological framework must apply for different vocational sectors and competence levels in diverse countries. The project is coordinated by the Malta Qualifications Council.

The only way to promote an instrument such as the European Qualifications Framework (EQF) is its successful application. Many different perspectives exist on the proper use of the EQF and the future design or modifications of educational instruments related to the EQF. The project ‘EQF Predict’ aims to identify the predictable framework of change and, in this framework, to describe possible EQF-adapted curricula, HR development measures, assessment approaches, legal regulations, certificates or consultancy services. These descriptions should be supported as far as possible by pilot projects. These examples of EQF use would simultaneously provide orientation to the strategic aims of the EQF and the issues of educational practice. The project is coordinated by DEKRA Akademie, Germany.

  _947 Model Of Transferability of Learning Outcome Units – M.O.T.O.

The M.O.T.O project seeks to contribute to the implementation of ECVET (European Credit Transfer System in Vocational Education and Training) through a partnership between ministries and national institutional bodies responsible for VET in four countries: Italy, Austria, Finland and Iceland. 3s cooperates with the Austrian Federal Ministry of Education, Arts and Culture in this project. The M.O.T.O. project will provide concrete methodological tools to analyse and describe a range of vocational qualifications in terms of units of learning outcomes. A model will permit the validation, recognition, accumulation and transfer of units of learning outcomes with reference to the existing European tools (EQF, Europass, ECTS) and principles (validation of non formal and informal learning, quality assurance). This should reduce the barriers to mobility across Europe. Each country’s experiences and good practices will be shared within the partnership. The project is coordinated by ISFOL, Italy.

To implement the European Qualifications Framework (EQF), countries are asked to link their qualifications systems or national qualifications frameworks (NQF) to the EQF: National qualifications systems should be referred to the EQF until 2010 and references to the EQF levels should be introduced in all new certificates and Europass documents by 2012.
The EQF-Ref project seeks to facilitate communication between the partner countries (Austria, Bulgaria, Czech Republic, Finland, Germany and the Netherlands), to enhance learning from each other and to develop ‘mutual trust’ in referencing qualifications levels to the EQF. In particular, the project seeks to identify procedures of ‘good practice’ for referencing qualifications levels to the EQF and to propose the structure of the EQF referencing reports.

Along with 3s, nine additional VETAS project partners from six European countries seek to set up a European-wide framework of VET stakeholders in the automotive sector. This project’s main activities include creating a database on education and training in the automotive sector, monitoring and evaluating the automotive sector’s training approaches at the national and European levels, and identifying best practice models. These activities should contribute to developing generally accepted training standards. These standards will both enhance the employees’ mobility and increase the enterprises’ flexibility to recruit properly trained staff at the appropriate time. Work-based learning (WBL) is a key issue in vocational education and training (VET) throughout Europe. Different VET systems and different WBL approaches limit the transfer of good WBL practices. The project will identify not only examples of good practice, but also will test the success of transfer criteria used by operational partners (VET-providers). Therefore, the project will promote recognising and analysing good practices, support transfer between participant countries of improved work-based learning practices, assure the quality of the transfer of good practices by using the Common Quality Assurance Framework (CQAF), enhance the methods for revealing and sharing the tacit knowledge associated with good practices, and strengthen the mutual learning in the VET sector. This project further focuses on using transferred good practices when planning work-based learning. The project is coordinated by the Finnish National Board of Education.

ExPerO2EU seeks to integrate the VQTS model in the ExPerO model as an instrument for evaluating competence development. These additional characteristics shall be developed in working groups with members from one field but from different segments of the educational system. The project aims at the development of an European Educational Passport “Early Intervention” (EBIFF) based on ECTS and of an Online Self-Assessment-Instrument for the evaluation of formal and informal learning for professionals in early intervention and for educational institutions. The project is coordinated by SINN (Sozial Innovatives Netz) in Graz.

  _916 New challenges of youth training in the Knowledge Society

The aim of the YOUTRAIN project is to analyse how different models of post-compulsory education in Europe are dealing with the new training needs of the youth after secondary compulsory education. Special attention will be given to ethnic minorities. Guidelines will be established to achieve an improvement on the quality of education that at the same time, will have a positive impact for the youth to continue their education after compulsory education.

  _914  QUAL-PRAXIS: Quality Assurance and Practice-Oriented Assessment in Vocational Education and Training

In the QUAL-PRAXIS project, innovative methods of student assessment were discussed and examined. The publication "Towards Good Practices for Practice-Oriented Assessment in European Vocational Education" introduces elements of good practices on the practice-oriented assessment. The book "Quality and Practice in Assessment: New Approaches in Work-Related Learning" introduces new approaches to the assessment of work-related learning and methods for guaranteeing its quality. This volume presents examples of good practices on the practice-oriented assessment and the central features (focus, methods, assessors, context and quality) of practice-oriented assessment are described in different contexts and at different levels of European vocational education.

The VQTS project, co-ordinated by 3s, has developed an ECVET approach (European Credit System for Vocational Education and Training) that uses a system which gives a structured description of work-related competences and their acquisition (including Credit Points). The VQTS model enhances transparency of vocational competences and in particular offers a solution for the description of the acquisition of work-related competences that could support the understanding between the world of education and the world of work.
